    Draw a circle at the bottom of the cup about 5 mm from the edge.

     Take the cutter and cut out the circle you just traced.

    Cut, using scissors, the bottom of the balloon 1 cm from the end.

    Tie a knot on the other end of the balloon, like closing an inflated balloon. Slip the cut-out balloon around the cup, push it down 4 cm so that it holds well.
